in making paul ryan have to do more explaining and in the first hour he did a better job hitting at romney than ryan did hitting at obama. i think ryan, though, was, came across as ernest, knowledgeable and polite, whereas especially in that first hour, joe biden was clearly playing by cable debate rules, which is interrupt and talk over your opponent at will. i think al is right that is going to enthuse democrats. i am not sure how it is going to play with undecided voters. me personally and i am not an undecided veert it came across as off putting, obnoxious and rude and i can guarantee that on the shows tomorrow morning and in the cable discussion going forward, tomorrow and into the weekend the biden smiles and the biden smirks and the biden interruptions will be a juicy topic for discussion. >> rose: mark hall snrin. >> halperin? >> well, i am mostly going to paraphrase what rich lowry just said, there are two things that clearly come out of this, one is the detrimentally base is going to be pleased that they thought, saw the somebody fighting on their behalf and being aggressive on a

to the well think. >> bill: he nailed it. nailed it. it is romney and ryan who are on the side of the wealthiest people in america. and biden didn't hesitate again to call ryan out. he tried so many lies -- remember he said last night, his plan on medicare was bipartisan because ron widen the senator from washington was aco sponsor of it. and biden jointed out no you changed it and widen no longer supports it. here is joe biden calling ryan out -- i think this is on the defense cuts. >> we should not be imposing these devastating defense cuts because what that done when we equivocate on our values -- >> bill: get in there. >> they are much more willing to test us. >> with all due respect that's a bunch of mularkey because everything he said was not true. >> bill: paul ryan came across as inexperienced and very very nervous. did you notice how many times he kept sipping water, like get me out of here. obviously a lot of his lines were rehearsed. he was not natural or uncomfortable at all. ryan said, mitt romney is a car guy. yeah, his father was the head of

. but this one could be different. there is pressure on both men, congressman ryan to keep mitt romney's momentum going, and vice president biden to stop that momentum. the moderator tonight is martha raddatz, and for this debate the candidates will be seated at the table. >> good evening, and welcome to the first and only vice presidential debate of 2012s sponsored by the commission on presidential debates. i'm martha raddatz of abc news, and i am honored to moderate this debate between two moan who have dedicated much of their lives to public service. tonight's debate is divided between domestic and foreign policy issues. and i'm going to move back and forth between foreign and domestic since that is what a vice president or president would have to do. we will have nine different segments. at the beginning of each segment, i will ask both candidates a question, and they will each have two minutes to answer. then i will encourage a discussion between the candidates with follow-up questions. by coin toss, it has been determined that vice president biden will be first to answer the opening questio

to want to really frame a negative message against romney and ryan, and pick up where the president didn't do that well last week, or didn't mention at all, thinking of issues like the auto ballot, social security, the ryan proposal on that. the medicare issue, the 47% comment that romney made and people were stunned that obama didn't mention that last week. and, of course, romney's income taxes and how he made his money at bain consulting. those are all issues i think we will hear from joe biden on. and it is very different than what biden's pass was four years ago, steve, as you recall facing sarah palin. the biggest challenge been for biden was don't patronize sarah palin, don't bully sarah palin certainly, try to a quarter to a certain degree of respect. i think this is a different time, and paul ryan is a different opponent. >> there's been what some are calling the rebuttal as both congressman paul ryan, republican vice president to nominate and vice president biden try to set expectations for the debate on thursday. let me share with you will paul ryan said on the fox news channel
